Exchange needles?

You are a locum at a late-night pharmacy. There is no other pharmacy in the local vicinity. A young man walks in. You’ve not seen him before. He is dishevelled and shivering. He asks to use the needle exchange service.

You are concerned for his health and worried that he might put himself at risk if he tries to inject himself in his present condition. You also worry that he may be about to take an illegal drug, and it is against your religious principles to facilitate this in any way.
